I CALL THEM CRAZY AND STUPID

My former school was a bench marking school, meaning all other schools of the same category were instructed to visit it and learn as much as they can. From Sabah, Sarawak and all over visited us by the thousands. We won awards after awards.

As soon as I left the school the preceding Principals began to demolish the landscaping and other systems which were the bench marks. Instead they said all of my projects were crazy. A few years later other school became champions and this school has to visit the new champions. Those champion said that they learned from SM Vokasional Jalan Stadium.

They butchered the green and replace with non-artistic structures, torn down beautiful garden, neglect the once beautiful cafeteria. One Principal even threw out computers and the administrative programs. I called them crazy and stupid when they think they are smart lots. But most of all I blamed the Ministry of Education for choosing those kind of people to run a school.

They do not see the relationship between the aesthetic value and children's education, the emotional development and the concept of the students' esteem. But hearing them bragging, I hated them very much. They want to solve smoking problem by tearing down the wall of the rest-room when they should have thought of the long term effect and education. They tore down a beautiful garden because the workers did not plant the appropriate plants. They tore down the rest area because the seats were broken. They threw the computers because they said internet spoil student's mind. Believe me when I said one of them even throw away one of the National awards we won. In fact many were missing. The Malay word for it is JAHAT. It was really a kid's behavior.

Below are some of the things that are not there anymore.

When I was still working every year I would talk about toilet to the new students. Then they said it is a dirty topic which is not suitable for the students. Mind you these people are all graduates. And recently the whole world celebrate a toilet day.

I don't understand why some people are anti green. Plants and trees are said to be clumsy. What a joke.

Today I had a chance to ask the Senior Assistant on what was on the Principal's mind when he decided to build a structure on the last green of the school. The reply was that they need a space for a media room for teachers. "No more available space", he said. Then I asked about the maximum intake the next year and the coming years; would it not be extra rooms because the school would return to the old system. He agreed that there will be extra classes. And they did not compute on that.

In the Malay world, there is a saying 'When mosquitoes are found in the mosquito net, they burn the net'. I would say there has been problem of the lack of vision, the habits of short term problem solving. Never come across their minds on the premise 'Prevention is better than cure'. No wonder then not only a C$ bombed can be missing but also the jet engine. When some people are duped as inefficient, they felt offended and would start a war instead of remedying the mistakes.

GREEN HELPS THE WORLD AND MANKIND. DO NOT BE ONE IGNORANT GUY CONTRIBUTING TO ILLNESS OF THE WORLD.

Vocational schools help those students who lack interest in academic and did not perform well in PMR. However with the proper setup the late developers can bloom and proceed to be engineers. There is a need to shape the student's discipline, attitudes, and entrepreneurship. It is a hard work but it has to be done.

Any Principal who fail to see the relationship between aesthetic value and discipline is not fit to be one. The building of self esteem is as important as skill training. The Head of School must completely be student orientated, not to show off and working towards promotion.

The other day I went to  repair my car and saw plenty of cars sent for repair. I commented to the owner about his good business. He said that he could not find workers. When I mentioned about vocational school's graduate, he sadly told me that those people had no discipline and like to absent themselves.

Tearing down excellent school is tearing down everything. When the school boasted of the enhanced national exam's result, I asked them to compare with the other schools in the same category. Comparatively the position moved down. The school is lucky because many old and excellent teachers are still there. Slowly the proven effective ones are moving out.

A SCHOOL OR AN OFFICE

HOD should understand what he is running. I am going to focus on the running of a school mainly on the building perspective. The school population composes of students, teachers and non-teaching staffs like clerks, librarians and the technicians. The buildings are to house these three group of people.

Basically there are three or four categories to look into; classrooms, workshops ( for vocational school ), staff rooms and office. How much space will be given to the students, teachers and non-teaching staffs ? None students should not get more space than the students. It is a good practice to estimate the space by square feet per person. Of course it is very unreasonable for a school to have two blocks for the teachers and only one block for the student and another two blocks for non-teaching staffs.

We have been hearing funny thing about Malaysian school where a school only have 3 or 4 students. As for the ratio of building usage none care to study about it. But we do hear of complaints of a packed and sandwiched classroom of over 45 students. 

The economy of space means the staffs should have an optimum area of space without any wastage. I have seen a Principal's toilet as big as a half size classroom and a sophisticated flushing, a Principal's room as big as a classroom, and the a large space for waiting area. Comparing with many international private firms some school provide wide working space for the non-teaching staffs.

If we are running an office ONLY then the need for area computation may be null. But for a school the first priority is the space for students. We have to ensure there is a versatility because the number of students may increase. If we take a classroom and divide it into two sections by a wall to house only 2 staffs, we cannot undo it when the number of students need to be increased. The one classroom can housed between 5 to 10 staffs using an open office. It would be a waste just to put two or 3 persons in a classroom turned into an office.

Malaysian government has provide conducive working environment by putting in air-condition in offices and classrooms. We must always remember our priority. Comfort must be reasonable not a 5 star hotel. HOD is not a Minister or a President. Observe the owner of Air Asia, Fernandez, he did not dress like even a Head Master with blazer and neck tie. On the other hand a Principal with a Volvo could produce students who can't read.

JPA should observe the room of a Prime Minister, a Sultan and a Principal to make the  comparison. Visit the toilet in the Principal's room, the students and the teachers.

In the mind of a Principal Headmaster, Regional Education Officer, the State Education and the Ministry they must first put the students in front of them. All students not only the smart ones. Count the number of illiterates, put them together and teach them how to read and write. Give the illiterate skill training and not to discard them. Today the system reject the illiterate students.

The rejected students can be undesired citizens. Remember even if we have only ONE house breaker in our area of 100000 people, it already gives us a big head-ache. A few rejected Muslims might sway to the other party. Many will turn to crime.

THE RIGHT TO HIRE AND FIRE

Last night I watch a true story movie about  a lady lawyer whose boss threatened to fire her if she continued to take up a silly case. Despite the threat she continued with it and finally won the case. When the boss suggested for the partnership, she gracefully leave the office and be independent.

Firing a person in the United States is as easy as selling kacang puteh. "You are fired." It means the end of your job and it is legally binding under the law of the Right To Hire And Fire. It is argued that no boss will fire a good and resourceful subordinates. Only bad workers or person detrimental to an organization would be fired. As in the above lawyer, the case taken could bring the image of the law firm.

In Malaysia public is scared of the misuse of power. A boss may just fire a good subordinate to replace him with his lovers' cousin. When the Deputy Minister of Education, Fuad Akashi, suggested that the rule to be applied in education, there was a public uproar. No teacher will like it for fear of discrimination.

But some teachers are really a problem. There are teachers who come late, sneaking home early and do not teach the students. I have seen teachers in a Primary school who did not go into their classes but talking in a group leaving the students unattended. No wonder there are many students who can't read when entering the secondary school. Recently one such errant teacher even punched and kicked his headmaster.

Disciplinary action is a long process and it made thing tough for the administrator. A teacher who is very active in politics even threatened a school Principal if he is transferred. He would choose to come to school at any time he wants and does anything he likes. The political linkage put fear in the administrator.

Schools which perform very low are not caused by the students inability but the teachers laziness. They talk about salaries, bonuses and promotions rather than how to improve their students. They defy the instructions of the school administrator and the education department. They blamed the parents and the students.

I believe in the rule of the Right To Hire and Fire but in a modified form. The PIBG, Principal and 5 chosen teachers should be in the committee to exercise the rule. The teacher concern will be called to defend himself in front of the committee to explain his deficiency and misbehavior.

The greatest sin of a teacher is not teaching when he is suppose to teach. During that time he may be gambling or doing business outside the school compound. And he continue to leave the classrooms even if after a few warnings and the students verify his absence.

A teacher who perform well and always produce excellent result but not in agreeable with the administrator is still considered as a good teacher. He gives priority to the job and the students. In such a situation he is free from any action. A principal must always be aware of the type of productive teachers who are not in agreement with the system. But he follows the hated education policy. I have seen one Mathematic teacher from one school who came to our school several days learning how to enhance the teaching of Mathematics. All on his own. His mathematic result was excellent in the public examination. But in the monthly quiz papers he ridicule Tun Dr Mahathir who was hated by many teachers during those time. He was transferred out of the school.

When I was a school Principal I had a productive teacher who looked serious and stern. I believed that he would not keep quiet if I commented bad things on him. I just ignore him. He contributed much to the beauty of the school. The students like him. Personal disagreement should not be mixed with teachers performance.

But looking thru another perspective the rule of the Right to Hire and Fire may not be suitable in schools where the degree of administrative maturity is low. Every Principal should know what is Participative Management and able to analyze management package and procedures. I think the administrative maturity is still low in Malaysian schools.

THE NOSTALGIA

In the 1990's my school won the city's best landscaping competition for two years consecutively. It was organized by the city council giving awards to shop houses and individual's home for the most beautiful and cleanest compound. We didn't know anyone from the board and certainly there was no favoritism. On the other hand we never won any price in the school competition before this. The school judges had been the fellow principals.

During the prize giving ceremony I would send my school gardener to pick the prize while the group of us watching at the background. We won because it was due to their efforts and hard work to make the school beautiful. It was them who planned the landscaping, searching for the plants and put the magic touch. I only gave my support to whatever they did.

Our winning threw jealousy among other schools. One of the top schools in the city, Sekolah Asma, went to the city council and complained that the city council was bias and unfair. The officers asked the Principal whether she ever visited my school and she said no. "Go and have a look at it's rest room and landscaping..." She insisted that our school is rich and has all the machinery to do that.

How on earth a school went to complaint when the contest was organize by an external body which has nothing to do with education department ? Because the Principal was a wife of a big gun UMNO man, the city council decided to scrap off the school category.

I remember a group of friends from my old school, SM Kiet Hwa, came to congratulate me when coming to my school for a certain meeting. They were happy and proud to see their friend's school. "Che Abdul Rahman, your school is so nice and the toilet.......",one beautiful Chinese lady teacher expressed with full of exitement.

And finally we won prizes after prizes both at the regional and national level until we became the benchmark school. Slowly and steadily my successors put the extra touch to make the school better by tearing down one by one and now more than 50% of the old setup has disappeared. Instead of having visitors, the school has to visit the other school and now is copying what others are doing.

Now it is struggling to revive the old grandiose state.

THE OLD EFFECTIVE WAYS

Schools in India, Afghanistan and many other parts of the world are far apart from Malaysia. We should make a research to see the number of students who still can't read between both world. There is no lap top and the modern media usage to use for teaching.

In Malaysia the yardstick to gauge an effective school is the percentage of passes and the number getting straight As in the final public examination. Parents are sending their kid for tuition and paid hundred of dollars for the extra classes. Many neglect religious education and giving priorities to private tuition classes. Some of these teachers made tons of money.

Schools with poor passes are despised. Some were put under observations. Yet the Ministry have not yet talk about an excellent and effective schools. The Ministry should look into this area seriously to identify the whole education process in detail. It should know where the good students and the poor students go. The performance should be gauged by the input-output ratio. A low quality input with 70% passes and a few straight As is a successful school and should be duely recognized.

When I was working the State Education Office introduced several programs to enhance schools grade in the public examination. It happened I did not believe in any of them. When they sent officers to assess my teachers, my teachers got panicked. The officers gave all sort of comments which made them felt they were totally useless as teachers. A few came to see me.

I told my teachers, "I am your principal, follow our ways. Have you not been successful before ? Let's do our way and challenge the result with all other schools following their way."

What is our way ? We used the traditional method a. Teach   b. Test    c. Remedial. It is not simple though. After teaching the test must be done and the correction must be done quickly. Computer will process the result immediately. Then the teachers is down together to analyze the performance and discuss them in detail. As far as I am concerned I will look at the analysis and want explanation why any student fail and what action the teachers are taking to improve the student. I will do the tracking carefully. Of course the teachers MUST take actions not just only wrote them down.

Teachers usually studied the students background and investigate the possible cause of failures. Problem like the father marrying a second wife always affect the students' performance. The frequency of our teachers making visits to students house are very often.

Yes it was tough enough. The process worked well and we have been celebrating our successes years after years.

The very present system is taken from a person doing his PHD. I am sorry to say it is a very bad idea because it consumed plenty of paper work and time. They have the so called TOV. Scientific yes. It is beautiful yes. But I would allow it to be compared to the old traditional method I mentioned above.

I always use a simple formula wherever I can. I told my school workers that I only want three things from them. I would not observe how and when they work. The three things are

                                                         a. The schools compound is always  clean
                                                         b. The grass is always short  
                                                         c. The plants are always fresh and alive.

At present I saw a contract made by the Ministry with the contractors saying something like ; the grass must be cut once a week, the toilet shall be cleaned at 8.00 am and 12.00 am....etc

In my mind I believe I am smarter then the Ministry. I don't remember seeing any long grass or dirty compound or toilet because of the word 'always'. What benefit the workers get ? There are days when they are so free. So they would strive to achieve the three demanded tings in order to have some rest time. On the other hand you can see long grass and smelly toilet after the time specified by the contracts.

You know what to the education department, a good and effective principal are those who kowtow to them.

MENDING AN EXCELLENT  SCHOOL 2

 
 

Browsing the combox on the initial page there is a topic 'Mending An Excellent School'. In the article I mentioned the status of my former school as a bench mark and an excellent school. As soon as I retired the new administration made changes after changes. The Ministry of Education had acknowledge that the standard of this school is going down but the administrators insisted it was becoming better and better, even claimed it's result had been better than the previous administration.

Yesterday 04/11/2008 SM Teknik Taiping became the champion school. This morning I rang up a teacher asking whether they won any price at all. "None .",he said. Only last month the school made a visit to Johor to learn from it as instructed by the Ministry. I was quite alarmed and asked "What has happened to our school ? "

Just imagine a person going to a place where it is recognized as an excellent institution and he makes changes according to his own perception. 180 degrees turn would be quite interesting .

In education sometimes funny thing happen. A school that has 400 broken glasses and last in the public examination was given a reward to the administrator as excellent person. When I pointed out such a case, I would be branded. Awards to a person does not look at the school's achievements but something else.

The teacher I rang up was the one who had been responsible for making the school beautiful. He gave up when a new administrators took control of his job. I have known that some of the teachers were putting fires to the new principals. Today he said ,"Now the administrator has asked him to take care of the environment. I'll make sure we will get some award next year..."

I was very mad when I heard the new administrator threw away my internet computers in the school and other administrative soft wares. I was told he was influenced and convinced by his friend in the school. That was before computer internet system were brought in by the Ministry of Education. But there was nothing that I could do. The school belongs to somebody else. They decide.

If you open the page on Mending an Excellent School you'll find some pictures of structures. Many of these structures are not there anymore, even the reading tables were removed.

I do not go to see many universities. I went to Cornell Ithaca, Ohio Athens and Bloomington Indiana. Beside the natural forests in many of the  places, some buildings were full of creeping plants making them looks green all over. Plants and trees provide oxygen and shade. They can also prevent flood and landslide. When people are investing billion of dollars to make deserts green, some school principals were cutting down trees. I just believe the choice of a leadership must take account of all aspects in a person; creativity, knowledge, aesthetic sense, problem solving ability, the power of making analysis and a strong reasoning ability.

Some people fail to see the relationship between beauty, discipline and academic achievement. What a pity.

When I asked a little fund to erect a structure to put plants on my building, the Ministry of Education Technical Division said,"Why should we give to Alor Setar ? ". Alor Setar's school is facing a public road. We don't want our school to look naked, but plants on the building it will make the school nice to look at, pleasing to the eyes. These people think hat education is just teaching and learning. They do not know the importance of human soul and emotions.

Ada mata tak nampak, ada telinga tak dengar, ada hati ego rajanya.

THE BELOVED TEACHERS

Cikgu Abdul Rahman Zakaria rang me up early in the morning ."Cikgu, we have nasi kambing, please come quickly.." I have not been to school for many days because nobody called me for any job. Then I remember Mr Wong Kok Yin also invited me to have a chat with him because he will be transferred to another school. I have to go because today is 13th. Nov 2008, the last day of the school semester for 2008.

After sending my wife to the hospital for her physiotherapy, I  took my own sweat time to school. After eating , chatting and helping to copy files to DVD, I went to look for Mr Wong at another staff room. I had a chat with Wong .Cikgu Mazlifah joined in. Later cikgu Faridah came to talk about the good old days. Wong said that he , Mazlifah and me are of the same star, Virgo.

Wong and Mazlifah are mathematics teacher and Paridah is a sciences teacher. These two subjects have some history to tell. Before I have these teachers, no student fared well. The subject teachers had been blaming the students "..budak bodoh...stupid..simply cannot learn....can't divide 200 by 4..." It looks like branding of students gives them sole satisfactions.

Some how by the will of God new teachers came. Puteh and Aziz Selaiman were for Sciences, Wong, Mazlifah, Bakar were for Maths. We group together. I told them about branding, about negative and positive thinking and about reality. What is reality ? Nobody, no student is stupid. "The word is banned". So we planned the methodology, various approaches to teach and motivate,  and even going to the basic of multiplication.

That year there was a break thru. The result shot up; 80%+ for Math and 90% for Sciences. So was the next year and the subsequent results until sciences maintains 100% for several years. Certainly I had to give excellent appraisal to all of them. I told Wong that the school is losing a very good teacher. What had happened before was that Wong applied for transfer to Penang because his wife had to go there and Mazlifah followed her husband to Kuala Lumpur. When they both rang me up asking me whether they could come back, I was very elated and happy to hear the news. I worked hard to ensure of their returned.

Though I left the school in 2000 and retired in 2003 my friendships with most of the teachers there continued till today.

Paridah narrated the story of how the Science teachers motivated their students and how they run of  panitia. We recalled the fight that I had with the Ministry for not sending our teachers to USA for some courses; but when come to developing the same curriculum the teachers went for the course, our teachers were called. I barred my teachers from going and that gave a big head ache to the Ministry. They could not rebut my argument.

We talked about he input and the output and the effort to enhance the quality, the quarrel  I had with PPD and JPN for not following their educational program to raise excellent. We were thrown out of the program. I told my teachers then that we must prove that our methodology is better than their 'Cerdik 3' program. True indeed we proved we were right. Schools following the program dropped in results while others obtain their normal standard. Our school's result shot up by leap and bound.

Mazlifah will retire next year though she looks very young. Paridah looked very happy and enthusiastic because her daughter achieve all As in UPSR. Quietly I hear she said ," I feel the reward for being honest in my work teaching them with my full heart....".

Most other teachers in the staff room are new. I just recognized them but not close to them. They can't perceive the open day that we used to have, the final night of flexible program, the euphoria of getting the number of awards at national levels.

I said to Wong, "If you go to SM Teknik Alor Setar, you will be using my thumbprint software..."

I had to excuse myself because it was already time for me to fetch my wife at the hospital.

My Students

 

God gives me the time I needed to see my students come back to me to say "Salam cikgu...remember you caned me ?". I never regret punishing my students. True everyone makes mistakes. The canned students were not bad students. "I don't caned you, but the devil in you which provoked you to make mistakes ".But I really love them as my own kids. While I was strict with rules and would severely punished students for big mistakes, I want to make sure they will be successful. Teachers were instructed to make the students passed their exam.

There is nothing more rewarding when I know my students are doing well today. Doing well does not necessarily be rich and wealthy. The ability to survive and live like many normal person is more important.

My students were great. They kept the school compound clean, very clean indeed. They kept the toilets and canteen clean and tidy until we were awarded with several prices. Parents came to see me thanking for making their kid changed in behavior . “Not me.The teachers changed them and they change themselves.” I would tell the parents.

When I opened the alumni section in the school’s web page, I found they are more successful than what I had hoped. Everyday I would open www.smtjs.net to see the alumni section. I want to know where they are and what they do. I want my eyes close well when I die. Just imagine if you hear your students are heading a gang group, being fugitives, peddling drugs and mostly end up  as criminals. You will blame yourself for their failures. It is our failures/

Norlela and Zaini are the most I have seen. Zaini is a successful contractor, marrying Norlela, who runs Secret Receiper. Sofirudman would come to my house from time to time. Sofi is a lecturer in Jitra’s Community College. I still advise him till today, not because he needs one but it is the habit of a teachers who likes to give advice. Several become a ham radio operators and had talked back to me.

To me and many other teachers, we don’t need anything from our students. We can’t recognize them now even though we see them. When a student walks to his teacher and say “Salam cikgu, sihat ka…I am your former student…..”That is already a big reward. We would tell everybody “Hey, today I met my old student…”

When I was a Principal, my former teacher came to see me for various reasons. I treated them very well and showed my deepest respects to them. I was happy when they called me my name as “Man…” One teacher wanted to send his son to my school. I spoke to the Ministry of Education about it, just to make thing easy to my former teacher. One teacher said to me,”Man igat saya lagi nu…(you can still remember me)”.

THE LANGUAGE FACTOR

When university graduates went for interviews in some corporate sectors, many were rejected due to the lack of proficiency in English. Many medium and high level jobs require English. Majority of the Malays are at the disadvantages as far as language is concerned. The most beneficial group is te Chinese from Chinese school. A student in Kedah will be able to speak Malay, Mandarin, Hokien and English. He can have access to knowledge from Malay, English and Chinese books. 

There are many jobs open to persons of language ability. A Malay who only knows Malay has to depend on government job or low level job in private firms.

However knowing a single language does not mean a person's future is full stop. President Bush does not know foreign languages. You can still be a Prime Minister and attend international meetings and conferences. He can speak the only language he knows. That does not stop him from being a leader.

But he is a Prime Minister or a President. He can be as dumb as he can be. The country can still run well.

For ordinary kids and students who are now accessed to internet , English is a tool in order to gain knowledge. There are a large amount of information in English. One can even teach oneself to be a computer programmer thru  this new frontier. There are plenty of literatures in technology and sciences. Mostly in English. It will be a handicapped for a student who does not know English.

The books on technology in Mandarin are also numerous and cheap. Chinese educated students have the advantages in using them besides the English books.

But rejecting English because it comes from the West and it is unIslamic is indeed foolish. Rejecting Western culture means rejecting all he owns and uses everyday; his car, TV, dresses, computers and much more. Those owe their origin from the West. He needs to find a kerbau to ride and  wood to cook. And none of western origin must not be on his body and in his house. That may include the design of his house too. Then go back on the tree.

HE IS A FISHERMAN

Nik Mohd Kamal said, "God gives the 20As to his daughter Madihah. I thank God...." He is only a fisherman. Not only her parents feel happy, all the Klantanese feel proud of her too.

What will happen is that greedy people would go and interview her and then will go around the country charging people to hear what they are going to say about Madihah. They get rich while the family remains as hey are.

Not everyone would give credit to God for successes. Even poor people always thank God for what they have. They would say 'rezeki secupak...' And their lives continue even under the roof of the sky.

Madihah was from Arabic school in Kota Bharu. Some politicians despise religious  school. There had been attempt to kill them saying Arabic schools profess anti government propaganda. Bush administration believed religious schools taught the students to murder people.

Madihah is just one of the successful many but she comes from a state where some people said to be a place where poverty kill the populace.

ERASE SCHOLARSHIP

 

Use Zakat's money wisely like sending the poor and very bright Muslim students for further study. The Muslims are willing to pay extra funds for the purpose. Even Friday prayer's special scholarship weekl collection of a dollar minimum would be ample.

Instead as had been said that Zakat money had been plundered by a few politicians for sinful purposes. I did comment about the fearing of a politician rather than God when in the sermon we are asked to fear God than man.

The government should halt all scholarships for good and the students are allowed to take as many papers as they are capable of. The Ministers and high ranking officers should not get jealous just because their kids are not smart.

Either use Zakat's money or a special fund as I have said before. All collections should be banked at the trusted bank. In this case I would suggest Bank Negara. We don't need many people to manage the funds to cut down the running cost and to ensure the greed will not eyed on the money. No politician shall be allowed to get involved.

All poor and smart students are eligible. Rich and wealthy people try to use their own finance. But air tickets and partial fees could be considered. We don't need a special awarding agency to avoid building and staffing cost. Make it a part of an organization's job . Education department or a school can be appointed to process This once a year job. Committees to choose the candidates for the award should be set up.

Of course we need to have somebody to overseer the funds collected. If a dollar a week is collected it would be about 3 to 4 million per week could be accumulated. None should go for any sort of investment. It is not to get profit but solely to provide service to the poor but smart kids.

Either Zakat or the special fund is self earned money not thru the taxation which involve all races and religions. Everyone will be demanding for scholarship and it could hurt feelings.

From Kementerian Pendidikan To Kementerian  Pelajaran

The change of name from Kementerian Pendidikan to Kementerian Pelajaran was not without purpose. The role of educational institution is narrowed down with the change. The school is no more responsible in shaping the moral of the students or producing  students to become good citizens. With the new rules teachers would only concentrate on teaching and try to produce  students with good academic achievements. If students refuse to learn there will be no pressure or force on them by the teachers.

The word Pendidikan means schools are not only to depart knowledge but also to instill the desirable moral values. Morality has been said is the work of the parents. That was what Dr Rais Yatim announced. Any interference by any teacher on departing other than the lessons would invite troubles. many teachers having the same view concerning the moral values and student's discipline.

I believe there is a decay in moral values and student's discipline. You may not agree with me. Society has come to accept smoking and student's sex activities as normal phenomena. And teachers just don't care at all. They translate the word Pelajaran as merely imparting the syllabus contents, nothing else. That is the reason why we find PK HEM just stay in his room for the whole day instead of going around to observe the student's activities during the break time or exercising spot checks.

I saw parents attacking a teacher for assaulting the son when the boy reported to the parent. Thorough investigations from many teachers all agreed that the student was a problem kid. There were parents who seek politician's help to defend the kids. Even students caught distributing drugs were defended by the parents.

Schools which do not at all do any spot check may have plenty of drugs going around. Nobody cares. The parents are responsible ,not the teachers. Teachers are not to educate but to teach.

SMOKING AMONG SCHOOL CHILDREN

Smoking among school children are rampant. It started from the primary to the secondary schools. Students smoke in school's toilets. They flush the buts and the boxes until it cause blockage. Some schools remove the wall of the toilet and shorten each of the door to ensure the students could not smoke.

The question is if you are running a school how do you go about to combat with the smoking problem ?

Almost all teachers blaming the parents and the Ministry about the punishment. Many a time Education Minister sided the student. In fact teachers of different political beliefs would have to face the music. At all time parents are siding the children and maintain that their kids are always good. Most teachers just do not want to find trouble and prefer to stay aloof and indifferent.

I was a bit disturbed to see schools knocking off the toilet walls when it could have first tried some other measures. I saw some schools never even made spot checks. The HEM stays in the room almost the whole day, not aware what goes on outside his/her room. No movie on the hazard of smoking was shown. In short there was no effort to prevent smoking. The short cut way is knocking the wall of the toilet.

Spot checks are vital. Drugs, phonographic materials and other illegal things could be minimized from entering the school compound. It has to be weekly. Daily check by the school guards at the gate must be done to instill fear among the potential law breakers. 

Beside checking students belongings, bags and their pockets schools could also check the compound at any possible places where things could be hidden like the dry drain at the corner of the school. Make things tough for the students to smuggle undesirable materials especially drugs.

I am not surprise one day when drugs like marijuana and morphin be legalized by the government like what is in European countries because it is out of control. Remember smoking was once a major offence in schools. Today it is a normal  affair even in primary schools. 

The reader of his short essay could have done something at least by showing some concern about it and pressure the government for some stringent action and punishment. Otherwise give all the problems kids to the psychologists and NGO to take care of them. Whoever believe in human right just take care of these kids.

THE CURRENT REMUNERATION SYSTEM

Government stuffs look at the current remuneration system in different colors. Those who passed the PTK as well perform well in the job are not the majority. There are non-performers who simply can do well in PTK. But many Jonah get their promotion happily. These Jonahs are burden to society and departments. In areas of financial management they cause blunders after blunders yet they are called chief clerks. While some teachers are happy with the money and the posts, their students are sufferings from the lack of teaching.

Some NGO and Trade Unions are to be blamed for the country's problems. It ranges from the illegal immigrants to the government services. 

Promotions and increase in salaries must be based on performance. A worker may accuse his boss as bias but the principle goes simple; no boss will want to make enemy out of good workers. In cases of genuine complaint investigation can be made. In case it is found to be false then severe action must be taken on the complainants.

Staffs are talking of their salaries rather than their work, on how to do effective work. No wonder one student said "My success was on myself. I work hard........" in her speech to the other students in one of  the schools. 

Somebody in the JPA must wake up and do not take things for granted. salaries are paid with public funds. We don't want the billions to be wasted. We don't want to hide things under the carpet.

A SUPERB HEAD MISTRESS

It is very rare in the whole world to find a head school who can remember every student's name. In Malaysia there are two but I only know one of them. I don't know how she can remember every name. Every of her student respects her greatly. My daughter was under her many years ago. 20 years later she still remember her.

But she never agrees with me and me with her. We have different conceptions of environment and education. She believes in Zero Defect in education which I don't. However hard we try for perfection there is always a defect and she said it can be achieved. The disagreement did not mean I do not appreciate her. She sent her relative to study in my school because I know she believed in me but she would never admit that the success of her nephew lies in the Principal.

After retiring she was active in social work mainly in religious field. She learned Arabic because it is the language of the Holly Book and would go to any marriage festival if invited. All of her students would never forget to invite their remarkable Head Mistress.

She saw exercise books of every student, observe her teachers carefully and would be able to tell them the time they come and go and when they sneak off the school compound while at work.

We always argued over some matters. She likes to criticize things and whatever she said contain truth. Because we see things in different ways I always rebut the criticsm on me. And she can't stand the rebuttal. But hat's her view and style. In spite of our differences I find this lady very remarkable and fascinating.

A GOOD TEACHER

A good teacher is not someone who always go in and out of the administrator's office and talk nice things what he knows the Principal like o hear. If he is, he is not a bad teacher either. A good teacher is a concerned teacher. A concerned teacher wants his students to understand his teaching and pass the final exam, got a job and be kind to the parents. He does not only teach the curriculum contents but also observe the student's behavior. He will advise and counsel them although he is not a school counselor.

During my time of a Head Master, I observed there were many such teachers. Occasionally I would go to Commerce Staff Room and many time I would see a group of students with a teacher. I knew then the teacher was advising them something. later when I made an enquiry I was told that those were the failures and they were too playful in class.

A teacher who teach well and work according to the rule is a good teacher too. But if he does not have the little extra feeling of concern then he cannot be better than the concerned one. Some of the teachers can tell about the parents too because of the frequent visits they made to the student's houses.

A school administrator should thank those teachers and show his appreciation towards them. A small word of 'Thank You' is enough if we cannot give them pecuniary rewards. Once in a while they will come to tell the Principal of the sick mother or kid that need to go to hospital. I would not ask them more questions like when they are coming back. Tell them to go quickly.

At time a good teacher sacrificed his time to come back after working hours and stayed till late night. He spent on petrol, left the family alone to help the students and the school. Never claim a single cent. When the auditors came they always question why these teachers came in late without any actions being taken. I always fight for good teachers who had sacrificed much for the students and the school.

As it has always been there are one or two jealous person who would accused the school of discrimination and favoritism when you see nothing in them, instead there dared even not to attend the weekly assembly, and contribute nothing else after school.

Being a teacher there are plenty of work to be done. It is never an easy job. Beside teaching and correcting books, a teacher must run the co-curricula activities. There will be school Sports, PTA meeting, Open Day, Prize Giving Day and man others. When the Education Department organized their programs schools get involve and the teachers had to leave their classrooms. Some super teachers were able to accommodate all the commands and requirements. The would run extra  or remedial classes to replace the losing days.

I was just lucky to have these kind of teachers. They were found in the Vocational School Alor Setar. When I shifted school  retirement I did not find the quality teachers as I found in my former school, the SMV Alor Setar.

REMEDIAL EDUCATION

We just forget about the kids whom we labeled as 'stupid'. We ignore them especially those who can't read and write. We assume everyone can recognize characters and words when they reach Form 4. I have been talking about this for years but it fell on the deaf ears. Officers were more interested in showing off their political power. Schools and Departments are boasting of their achievements, refusing to count the number of Muslim students who can't recite even a simple verse for prayer, and students who can't read and write from all races.

Yes the numbers are alarming. I believe there should be a special boarding remedial school to place these students for a year or two with specially chosen teachers who believe they can achieve the desired goals of producing literacy students and the Muslim students who will know how to recite a simple verse and to pray. Why the education department or the ministry do not want to cater for the 'stupid' kids ? Is it not because of the selfishness ?

Indirectly the decline in morality and social illness are caused by our education system. We are not serious in identifying between teaching and educating. We killed the compulsory Koran evening class. We ignore the poor students and didn't do much for the dropouts. We depend on the schools to have their own vision to  understand the plight of the students and for any remedial actions. We do not have any master plan from the Ministry.

When I heard sad stories from school principals about the government policy, I would always ask them what did they do during the meeting at the ministerial level , they say we can't do anything. "Can't you voice them out with solid proofs or reasoning ?" I would ask.

Our first job is for the students, for our children. They are all our kids regardless of their creeds or religions. Money allocated is for educating those kids not for any contractor or agencies like Indah Water. We must set aside for remedial education which include the buildings and teachers. We plan the curriculum for them. Remember people could teach monkeys and dogs, dolphines and elephants. Can't mankind be taught ?

Words that really hate to hear from a teacher is '..these boys are stupid.' I remember one non-graduate mathematic teacher pulled me to see his student who can't divide numbers. I am not belittling the non-graduate but that was a real happenings. We started to ask the students to learn and recite multiplication table when they begin their school sessions at Form 4. The new Mathematic teachers worked very hard to produce more than 80% result in the final exam.

And Form 4 the teachers began to trace Muslim students who can't read Koran and pray. Both the religious and non-religious teachers volunteered to do the remedial teaching and took these students to retreats and coach them in praying. The effort pays.

Not all schools are aware of these deficiencies. The Ministry should start and be serious about the remedial education. Don't wait.

EDUCATING ADULT STUDENTS

Form 4 students are adults. The entry level of vocational and technical secondary school is after PMR or after 9 years of education. By the time they are in Vocational school they are about 16 years old. In most cases the DON'Ts and DOs are not applicable. Telling them stipulated rules and regulations in term of Don't may not be as effective as using the approach of deep reasoning.

We can make the school assembly interesting by some short stories or thought provoking statement. We put them ahead in the future as fathers, mothers or parents and let them see themselves as students. Are you going to celebrate and jump with joy and going around telling people about your kids getting all the Es or Fs in every subject ? Are you going to buy an expensive and high powered motorcycle for your kids and encourage them to fly like a superman ?

Let's talk about dress. You want to get married , will you be dressing like a football player wearing stocking, boots and jersey and your wife wearing a swimming trunk ? Or dress yourselves well with the Tengkelok and wearing Kris and then go to bed every night that way ?

Those are among a few questions of introduction when we want to inculcate the value of hard work and proper dressing at the right place and right time. From there onwards we show the cause and effect for every action a person took. Explanation of human senses and the effect of aesthetic values on human development let the students see why they should keep the school clean and the classrooms neat.

We explain the relationship between superior race and discipline and how it pushes up our value and integrity; the pride that we feel. A person who collected dirt and threw it in the dustbin felt the day was fulfilling and gain satisfaction.

I had talk about human right and the individual freedom, and it was interesting because it opened up their mind when we talked about 'a person is free to do anything as long as he does not rob away the freedom of the others'. You can play drum but your neighbor must not be rob of his freedom to sleep or read or talk clearly to his family.

I believe indiscipline can be reduced in a long term. Let the students instill into themselves the desired value. When they show good behavior never forget to praise them during the next assembly. You don't have to scold them during every assembly.

Good values can be absorbed into the students by many other ways other than reasoning. Activities like an Open Day, Speech Day or Cooking Day are among some of them. It instill leadership skill, cooperation, consideration and ownership. I was happy when the teachers chose problem student to recite prayer during the school assembly. The praise on the student turned him to be a good student, and gain the respect of the friends too. The total effect is that they love the school.

I found that the students always love their teachers whom they know are very caring towards them. These teachers will be remembered till their death. Old teachers who are still in the school can tell us very wonderful stories of their students. As I saw God repays them with their dedication and love they gave to the students. That's why I love my Vocational teachers even after I have long retired. I pray for their well being and successes.

PARTICIPATIVE MANAGEMENT

I believe the best kind of Management is Participative Management. The archaic and old top-down bureaucratic system is still running strong today. In an organization where we want the sense of belonging to exist everyone must be given voices to discuss and decide on many matters except for the policy that come from above. Of course the policy must be differentiate from the basic rule. Working hours is the basic rule to follow and as teachers the manner record books are to be written.

During my time there was a group of teachers who will draw the total program for the school without my influence. Before they have the meeting they would come and ask me whether I have any program. I usually said no. So they met and discuss the annual activities, teachers to be in charge, who to look after landscaping, who to organize sports etc. This has been running quite well as I saw it. Of course it made life easy for me. And I saw many wonderful ideas popped up. In fact the whole thing was fantastic. I would not not forget when the teachers were rushing to run extra classes. It was a temporary or one year affair. It was running for several years.

As for the promotion also were made by group. But I told them I may have one candidate or none. And I have the right to reject their choices for reason that out of our control like the audit report on the teacher concerned. Most often I would accept their decision. I remember one  teacher came to see me asking for a promotion. I told him that the group decided and he had to go to everyone of the group member to lobby.

Financially when the school got it's allocation I would call one of the respected workshop teacher and told him of the amount of money received and asked hi to proceed with the meeting. In the meeting the allocation would be divided equally among the workshops. Te teachers should keep some for contingencies, and examination. They are to plan the purchase of materials in the most efficient and money saving ways. If any workshop is lack of funds, the workshop will have to go to anyone of them and beg. The plus and minus account will be done at their level. It worked very well for many years. On monitoring of the expenditure  found many workshops kept quite a sum of money. "Why don't you spend ?" "We plan to buy a certain machine."

Staffs did not feel like robots. They have the say in the running of the school. In spite of that a few came to warn me not to build structure in a certain area where they think would spoil the beauty.

But at all time I made my intention clear. I need good result. Not 90% or 100%. An 80% is good enough. But the achievements have been above it over the years. The school was so very attractive that later high scorers began to apply to this school in great numbers. The popularity and high demand was due to the successes of the teachers. I was just behind them.

Participative management was very effective but I would not sleep and let everything goes without constant observation. At time I just had to say NO at a very few thing which may be pertaining to resources. Oil well is not without it's base. It has an end.

While the later management criticized the old style of teachers participation and in fact place the fear factor as the reason for successes, a big number of teachers expressed that they had ample freedom to move their own way. I asked them whether they were scared of me and the reply was no but mainly paying a due respect.

ROTATION IN OFFICE

Have you hear a story of someone who traveled all the way from Alor Setar to Kuala Lumpur for a certain job but finally had to come back empty handed because the officer in charge was on maternity leave ? Such thing happen in Malaysian school and government department. But it won't happen in the private firm. When such thing happen you feel like cursing the organization to turn it into a stone. And what is always happen is that if you go at 1 am they will tell you to come back at 2 pm. Officers need rest too, they said.

Try to visit a bank or any shop you will always find somebody. I don't have to tell you the reason. If you are running a business you would not leave your shop unattended or had even an hour break.

In many private organizations officers do not stay in one table doing the same work for the whole of his life. After 3 or 6 months he will have to move to the next table doing a new job held by his colleague and his would be taken by another . By the time the cycle completed all the officers are expert in every field.

The variation of transferring skill and knowledge of office work can be though of. In a school office everyone should know how to do each other's work. In Vocational school we used to have workers who were willing to help each other except for one or two dumb guys. A dumb means a real dumb and actually not fit to be in the service. These people are helped by the crazy system. We used to have a driver who can do account and keeping store. We had an electrical technician who can do all the jobs in the office. We have typists who know all the clerical jobs.

I want the parents to be attended even at lunch time. Somebody must do it and he can have an early lunch or after the break time. We did not want to turn away the parent when an officer is on the maternity leave.

I loath and hate any officer who says, "This is not my job." If this guy is in the United States he can assure himself that he won't be working for a long time.

The need for the job rotation benefit the public and the officers concerned. The Head of Department would write a long recommendation on his ability and hard work. The new employer would surely want to test whether what was written is true, and test him with barrages of questions about other work. If you are an employer certainly you prefer this kind of worker to a single skill and unwilling worker.

The person who shrug away from a work which he claims as not his just exercise his right. But he is worth that much, a person of low value. I would not respect or would not give him any extra. An extra thing a good and willing worker will get is things like expensive souvenir , or big cash when his kid is entering college and of course a good annual recommendation and award.

The government must device a rotation system with a little reward for a person completing the whole job in the office.

THE TEACHER WHO SUES HIS HM

Yesterday I read about a teacher and his wife suing current and former Headmaster and an officer in the state education department. He claimed that he did not go to work for one year because of mental pressure. I did read much detail after the statement he did not go to school for one year.

A sick officer has a medical certificate for a number of days. Only the medical chit from government doctors are recognized. The private MC must be endorsed by the government doctors. The continuance sickness will have to go for the Medical Board where the board will determine whether the officer is fit or unfit for work. Did this teacher go to the medical board to justify his absence of one year to go to school ?

In case he has some mental sickness due to the pressure he needed to see the doctor too. The psychiatrist would observe and diagnose him. There would always be medical prescription to alleviate the sufferings he has. I have a worker with a severe mental illness still could come to work and he did his work very well. Did this teacher had himself checked by the government psychiatric doctor ?

If he had not there is no reason why he did not go to school. So what did he do at home ? Sleeping ? Doing other job ? Driving taxi ? Running a business ?

It was also mentioned in the news that the old HM told about him to the new one. Of course. A HM must brief a new HM on everything else especially about his staff. And no new HM would take what the former administrator told him. He had to observe everyone. This is the usual time where some teachers would come to promote themselves. But the HM would not easily fell to everyone.

My intuition says the teacher will lose the case very easily. The court must be fair and stern. Claiming million of dollars must be met with the same amount if he lose. If he lost the case he will really go real crazy.

AN OFFICER WHO THINKS HE IS SMART/AN OFFICER WHO DOES SMART...

There are many government officers who think they are smart and when they are at the top echelon the whole system under them could be  disastrous. The policy would go against the real philosophy of the nation. When the nation is striving for the achievement of peace and tranquility of its citizen, the policy applied provide wide openings to the increase in he number of crimes. We can see in the policy of Vocational Education system where it rejects the low achievers and the illiterates. The rejection of these youth would lead them to nowhere since thay have no interest in academic subjects.

These officers talk a lot and do things which would endanger the country in the future. We have been hearing to much of the failures of the government in achieving objectives; failing in the Industrial Master Plan, 30% Bumi equity, the sway of the Malay youth to Christianity, the illiteracy, the drugs and crimes. The policy influence the nation future output, and the fate of our youth.

The government finally lost confidence in it's own agency and in the officers they chose using their own system. It then believe in the efficiency of the private sectors and have shifted several of it's agencies to private sectors. The future of education may be in the private enterprise too. There are good private education potential which are awaiting for license to operate. At the moment the government's only fear of private education system is the selling of certificates and diplomas. They will do it just to attract customers.

It could be alarming to know the number of inefficient and ineffective officers who think they are smart but doing foolish things.

However there are officers who do not talk much but do much smart things, quietly learn from the best and apply it in it's institution. We can see at the outset of the landscaping s the surrounding developed well competing with some higher institutions from overseas. We visit the office and we see the set up and the subordinates performing their duties in a well business manner. And finally we hear the report of the performance by the external judgment.

To me a good officers puts the interest of his clients first. A bad officer only think of getting promotion. You can always see what the second type of officer would do.

Please judge by yourself on our education system which we claimed to be the best in the world. Look at the policy and count the changes that had taken place. Observe the change of policy as the head rolls.

Sistem bio-metric jari menggunakan alat pengimbas yang bukan menangkap imej retakan jalur-jalur jari tetapi merekodkan patern jalur. Patern ini anda nampak berwarna hijau. Jaluran hijau inilah yang disimpan di dalam acuan yang disebut sebagai template. Terdapat pelbagai jenis alat pengimbas. Teknik penyimpanan data jari tidak sama dari sistem ke sistem dan teknologi ini masih berkembang.

Pengimbas memerlukan penjagaan yang rapi dan ia perlu dicuci dari masa ke semasa dengan menggunakan ‘tape-puteh’ supaya permukaannya tidak mudah rosak.

Masalah sistem ini ialah ia tidak dapat membaca 100% kerana pelbagai sebab seperti urat jari yang rosak, kulit melupas, jari berminyak dan kotor.

CONTACTLESS SMART-CARD yang kita gunakan bernama mifare 1K card. Terdapat Mifare 4K dan jenanama-jenama lain. Kos biasanya bagi kad yang lebih berkualiti dan berkeupayaan tinggi ialah sampai RM50 bagi sekeping.

 Kad yang anda gunakan mempunyai mikro-cip (EEPROM) di dalamnya dan antena. Gelombang radio yang digunakan bagi menghantar data ialah 13.56 mhz dan jarak yang dapat dihantar ialah di sekitar 6-8 cm. Ini bermakna sentuhan adalah tidak perlu.

 Kad Mifare ini biasanya digunakan untuk tiket seperti Touch & Go, Kereta Api, Parking dan tiket-tiket lain. Cip yang terdapat dibahagikan ke beberapa sektor dan blok. Setiap sektor terdapat 3 blok. Setiap blok hanya boleh menyimpan 16 aksara bagi kad 1K. Saya mengambil 32 blok untuk menulis data anda. Bagi data pelajar saya hanya mengambil 4 blok untuk mengisi data. Blok pertama saya isikan dengan nombor KP.

Di dalam sistem kehadiran program hanya membaca 1 blok sahaja. Di dalam sistem pinjaman buku dan keluar masuk sekolah, saya membiarkannya membaca 4 blok.

MENGAPA KAMERA ?

Di dalam sistem kehadiran kita menggunakan kamera. MENGAPA ? UNTUK MENANGKAP GURU YANG TIDAK JUJUR ? Tidak. Setiap kali kita masuk pertandingan atau audit datang ke sekolah, soalan yang selalu diutarakan,” Macam mana sekolah hendak tahu sama ada seseorang itu menggunakan kad orang lain ataupun tidak ?”

Kad anda akan tahan lama jika dipelihara dengan baik. Pengimbas juga akan tahan lama jika komputer ditutup jika tidak digunakan. Jika kehilangan anda terpaksa membayar lebih untuk mendapatkannya semula. Pasti sekali saya akan mengambil upah menulis data dan cas bagi membeli kad baharu.

ARR tidak mempunyai sebarang latihan di dalam bidang pengkomputeran. Pengetahuan komputer adalah secara belajar sendiri sahaja. Di bangku sekolah ARR adalah seorang yang bodoh dan selalu dipukul oleh guru kerana kebodohan.

Sebab itulah guru-guru tidak digalakkan melabel pelajar sebagai ‘bodoh’. Guru-guru juga hendaklah jangan kecewa dengan anak-anak masing-masing jika mereka tidak berjaya seperti anak orang-orang lain. Budak-budak ini juga diberi rezeki oleh Tuhan. Janganlah putus asa.

Ajarlah anak-anak murid kita sebagai anak-anak sendiri.

VOCATIONAL EDUCATION TODAY

We have been independent for more than 50 years now. We have tenths of universities and thousand of graduates. Yet we can't think ourselves ? This is the feature of the Ministry of Education today. The Ministry sent officers overseas to study many things, and when they came back, they were so ardent to completely paste what they saw on our system. One year the Technical education sent their officers to Germany and came back and created the German model. Two years later it sent another group to Finland and they came back and start to creat Findland model.

I wonder whether the officers know what is the purpose of vocational education, training and technical education. And I wonder they are aware of our social problem, and problems of vocational wings in academic school buildings. The main problem is these people do not learn history and did not understand the problem of SPVM which later changed to SPMV and now revert back to SPVM.

Vocational training has been in vocational school side by side when MLVK was introduced. Though MLVK was thought to house those poor achievers, many people in the society believe it provides security to their children in future. Hence some even sent the high achievers for the skill training and sit for MLVK examination.

There are also mediocre and late developers who have more inclination to practical work. They could not cope with the whole school day with academic. They need change. Most of these prefer vocational education. Vocational education, if properly designed, has more opening and it allows the late developer to balance their study between academic and practical work. Many are good in both.

The previous SPVM was hectic because it started from morning and end up at about 6.30 pm. The rate of afternoon absentees were extremely high. The morale was low. Most academic subjects were made different from academic school and the grading system was very hard for the students to get first or second grade. The students only ended up in form 5. Their certificate was a full stop for further education. Almost every day the nation heard of fightings among vocational students. Public perceptions on vocational students were bad.

Then having discussed the poor performance, the fighting, the morale and the truants the nation came up with SPMV where academic subjects follow the academic schools, the grading system was altered and the school period was shortened without sacrificing the practical work. The moral boost was immediate. Vocational students sat for MLVK and SPMV and passed with flying colors. Those who want to enter the world of work went to work. Those who want to continue their studies went to polytechnics, sixth form and universities. A few went to Korea and Japan and came back with diplomas and degrees.

Some Principals are creative enough and worked together with local university to include some subjects like data processing and basic economy as requirement into the universities. These subjects were available in vocational schools. Additional mathematics were offered to those who wanted to take it. At least 10% prefer to follow the course.

In short many doors were opened.

Later many employers prefer vocational  to academic students for the form 5 school leavers. The attitude of vocational students were better and they have additional skill. Professionals like engineers and kawyers started to send their students to take up vocational education. Even students with 7As in PMR applied. Officer in Technical Division of the Ministry of Education also sent the kids into the school.

Today. This very day the vocational education division quietly changed the system. You send your kids to vocational schools they will die there, end up nowhere except the work place if they are got work. The door is completely close. No more General Science and no more tailoring for the very wide vocation. No more further education to the late developers even to those who got 7 or 8 As.
